какое сарафанное радио? 2 дня назад циркуляр по флоту, новые garbage log book в следующем порту пришлют, новые постеры MARPOL Annex V обязаны разместить по судну, вести новый журнал, с 1-го января вступает в силу новый MARPOL. Так ещё и на ходу надо быть, т.е. на якоре вдали от берега даже пищевые отходы не сбросишь.
если нужно, скопирую вам и текст новой конвенции, или кажется прислали только текст новой Annex V. проверю - скопирую и выложу.

Regulation 4 Discharge of garbage outside special areas 1 Subject to the provisions of regulations 5, 6, and 7 of this Annex, discharge of the following garbage into the sea outside special areas shall only be permitted while the ship is en route and as far as practicable from the nearest land, but in any case not less than: .1 3 nautical miles from the nearest land for food wastes which have been passed through a comminuter or grinder. Such comminuted or ground food wastes shall be capable of passing through a screen with openings no greater than 25 mm. .2 12 nautical miles from the nearest land for food wastes that have not been treated in accordance with subparagraph .1 above. .3 12 nautical miles from the nearest land for cargo residues that cannot be recovered using commonly available methods for unloading. These cargo residues shall not contain any substances classified as harmful to the marine environment, taking into account guidelines developed by the Organization. .4 For animal carcasses, discharge shall occur as far from the nearest land as possible, taking into account the guidelines developed by the Organization. 2 Cleaning agents or additives contained in cargo hold, deck and external surfaces wash water may be discharged into the sea, but these substances must not be harmful to the marine environment, taking into account guidelines developed by the Organization. 3 When garbage is mixed with or contaminated by other substances prohibited from discharge or having different discharge requirements, the more stringent requirements shall apply.

On 1st January, 2013, the revised Annex V of MARPOL 73/78 will come into force. The major changes in the revised Annex V compared to the present one are: Your vessel must be en-route to discharge garbage at sea. The categories of garbage are increased from six to nine. The new categories are: A) Plastics B/ Food wastes C) Domestic wastes (e.g. paper products, rags, glass, metal, bottles, crockery, etc.) D) Cooking Oil E) Incinerator Ashes F) Operational wastes G) Cargo residues H) Animal carcass (es) I) Fishing Gear The distances from land to discharge garbage have changed – please see table below. The type of garbage that may be discharged into the sea is limited to o Food wastes. o Cargo residues that cannot be recovered using commonly available methods for unloading so long as they do not contain any substances classified as harmful to the marine environment. o Cleaning agents or additives contained in cargo hold, deck and external surfaces wash water provided these substances are not harmful to the marine environment. o Animal carcasses. No other types of garbage may be discharged into the sea. It must be reused, incinerated or landed ashore either to be recycled or disposed of. Cooking oils shall not be discharged into the sea at any time.

In order to ensure that all vessels comply with new regulations we will provide the following: 1. Six new placards (as per attached example). 2. Two new Garbage Record Books (as per attached example) together with guidelines on how the new books must be completed. On 1st January 2013 all vessels must start using the new Garbage Record Books. 3. New Ship specific Garbage Management Plans will be sent to each vessel via e-mail. The present Waste Management Plan M013 will be re-written in order to make it more ship specific and in accordance with IMO MEPC 63/23/Add. 1 – 2012 Guidelines for the development of Garbage Management Plans. 4. Every vessel will be supplied with a garbage compactor. Delivery of garbage compactors will be arranged at Fujairah and will be coordinated by Purchasing department. 5. Every vessel will be supplied with two garbage skips of 4.5 m3. Delivery of garbage skips will be arranged at Fujairah and will be coordinated by Purchasing department. In order to ensure full understanding and compliance Masters should ensure that: 1. By 20th December 2012 an extraordinary meeting is arranged with all crewmembers during which the new regulations shall be explained to all crew members. 2. By 30th December 2012 the C/O conducts individual training with each crew members to ensure they are familiar with the new procedures. A report shall be sent to Marine and HSEQ group when the training of all crew members is completed. 3. On 1st January 2013 the new placards are placed in conspicuous locations. The existing placards must be permanently removed. 4. On 1st January 2013 the new Garbage Record Books are put into use. The existing Record Books shall be discontinued.. 5. On 1st January 2013 the current Waste Management Plan M013 shall be removed and destroyed. The new ship specific Garbage Management Plan shall be put into use. 6. Once a garbage compactors is delivered on board it must be installed and used immediately. 7. Once the new 4.5 m3 skips are delivered on board they must be put in use immediately.
From 01.01.2013 fleet vessels should keep on board all garbage which is not allowed to be discharged into the sea as per new revised Marpol 5 regulations. These garbage should be either compacted where this is possible, incinerated (where applicable) and / or kept in garbage skips until the next port where it can be sent ashore.
